Russian Military Id - Russia plans to phase out paper passports within three years as part of its national digitization program, according to the government's official website, drawing both support and criticism over privacy concerns.
The government restarted discussions on issuing digital passports last fall, five years after it first considered the idea. The estimated cost of the review varies between 114.4 billion rubles ($1.8 billion) and 144 billion rubles ($2.2 billion).

The first digital passports in the form of plastic cards will be issued in Moscow next July, Deputy Prime Minister Maxim Akimov said on Wednesday.

The digital ID card has an expiration date of 10 years and contains an electronic chip that contains almost all the personal data of the passport holder.
Prime Minister Dmitry Medvedev said during a cabinet meeting before Akimov spoke.
According to industry experts interviewed by Novaya Gazeta newspaper, a digital passport removes bureaucratic obstacles, but also exposes citizens to hacking and leaks of personal information.
Others told Vedomosti daily that the transition period to a cloud-based system could pose technical and other difficulties for new passport holders.

The proposal was also criticized by the Russian Orthodox Church, which said the collection and storage of personal data threatens privacy.
The government has been pursuing a $53 billion digital economy program since 2017 to support the adoption of digital technologies in the country in the last year of Vladimir Putin's presidency in 2024. Officials have predicted that four out of five Russians under the program will have a digital profile by 2025.
